This letter to then New York City Mayor William J. Gaynor from the Merchants’ Association of New York asks “what this community is doing to protect the lives and property of its people against such awful destruction.” It advocates for concentrating in “the Fire Department the authority necessary for effective fire prevention” and the establishment of a “Bureau of Fire Prevention.”
