These are letters from then New York City Mayor William J. Gaynor to Dr. Edward F. Crofutt, Mr. Underwood, and Mr. Wright. He writes that “you may be no more safe in a fireproof building…” and notes that : “Each borough has a separate building department. I am proposing in the new charter to have a city building department to supersede these five separate building departments.”
